Governance architecture for the intelligent age

Designing systems where humanity and technology rise together.

The Integrity Layer works with organizations and institutions to diagnose misalignment, design better systems, and guide the integration of intelligent technologies.

Most systems don't fail loudly. They drift. Decisions stop holding. Technology lands without sticking. Strategy and execution quietly pull apart. The Integrity Layer exists to name what is present but invisible — and to build the architecture that makes coherence possible again.

Why this work exists

The systems
we live within
are not broken
by accident.
They are working as designed: optimized for extraction, for zero-sum outcomes, and for winning at cost. What is missing is not effort or intelligence, but a different set of values beneath the architecture.

Name
To name what is happening clearly enough that it can no longer be ignored, and to document it publicly.
Show
To show what becomes possible when systems are designed for human flourishing and positive-sum outcomes.
Build
To build the frameworks, simulation models, and advisory capacity needed to design differently.

Governance is the operating principle of everything. The work begins by making what is happening visible.

A practical lens for evaluating what intelligent systems elevate.

Two questions guide every technology decision: Should we pursue this? And will it actually take root? These frameworks answer both — always through the lens of what strengthens human capacity over time.

Strategic compass

Human Elevation Score (HES)

A strategic compass for assessing whether a tool, system, or direction strengthens human capacity within organizations and society.

Operational layer

Human-Centered Tech Integration Model (HCTIM)

A behavioural and systems-oriented model for understanding why technologies are adopted, resisted, or abandoned in real human environments.

Elevate & Adopt

One framework for direction. One for transition. Together, a dual architecture for selecting and embedding technology in ways that preserve — and extend — human capacity.

Interactive models are coming next.

The Integrity Layer sandbox will eventually host public-facing simulations, scoring tools, and experimental interfaces that make governance architecture visible and testable.

Phase one introduces the sandbox as a public signal of what comes next. The Integrity Layer is being developed as a living systems laboratory where governance frameworks can be explored through models, diagnostics, and simulation tools.

The Integrity Layer is a governance architecture initiative founded by Vanessa Chow.

Its purpose is to help shape the next chapter of intelligent systems with more coherence, more dignity, and more capacity for human flourishing. The work sits at the intersection of systems thinking, behavioural economics, strategic advisory, and ethical design.
